Agriculture
Emphasis will be put on the development of sustainable eco-agriculture, sightseeing agriculture and high profitable agriculture, to speed up the modernization process of agriculture by standardization, industrialization and brand-building strategy, and to make Liyang the base of ecological and organic agriculture serving the Metropolitan circle in Yangtze Delta.

Industry
Emphasis will be put on the cultivation of following industry clusters: equipments for power transmission and transformation, feed machinery, automotive spare parts and engineering machinery, special steel manufacturing, textile, food and traveling products, electronics and appliances, biomedicine, fine chemicals, equipments for environmental protection, by the end of the first decade of 21st century, to make Liyang the base of supporting industries for the advanced manufacturing industries in Yangtze Delta, the manufacturing base of new & hi-tech products, and key base of new construction materials.

Construction Industry
Emphasis will be put on fostering the large-scale construction enterprises, focusing on three main markets: housing market, key construction projects and urban communal infrastructure. 

Service Industry
Emphasis will be put on the development of tourism industry focusing on ‘one lake and two mountains’ (Tianmu Lake, South Mt., Wawu Mt.), and on fostering large-scale logistics and commercial groups, constructing logistics system and border trade system, accelerating the development of information service industry, R&D, consulting industry, and other modern services.

The Strategic Plan for Secondary Industry

Two Province-level Development Zones  Liyang Economic Development Zone, mainly for manufacturing industry; the Tianmu Lake Resort, mainly for tourism industry.

Five City-level Industrial Parks  Choumou Fine Chemical Industry Park, Daitou Light Industry Park, Shangxing Metal-processing Industry Park, Nandu Industrial Park and Daibu Industrial Park.
